Spring Valley Tech Center Information
/What is the Spring Valley Tech Center? A Zoning Map Amendment for 362 acres to permit up to 3.5 million square feet of data center use. The proposed location is off Evergreen Mills Road…right outside our neighborhood.
The Greene Mill Preserve HOA Board is not opposed to data center development in general. However, we have serious concerns about the proposed Spring Valley Data Center project and its impact on our community.
Greene Mill Preserve was built in a rural setting where residents chose to live because of the open space, sense of community and natural beauty. The demarcation between rural western Loudoun and the more developed eastern portion of the county has been softened by the protections provided by the Transition Policy Area (TPA). This proposed development is within the TPA and requires a zoning change. We do not support such a change so close to our community and believe this project is inconsistent with that vision.
Our Core Position
· We are not opposed to data centers in general - we oppose this rezoning, in this location, inside the TPA.
· Preserve current zoning and TPA protections; the buffer exists for a reason.
· Home values: rezoning to industrial use next to an established residential community threatens property values.
· Construction traffic: years of heavy truck traffic on local roads (Evergreen Mill Rd and connecting routes) during a multi-year build-out.
· Industrial footprint: three new substations and transmission infrastructure extend the industrial footprint far beyond the data center buildings themselves.
· Wildlife preservation: The proposed zoning is located in close proximity to the Reservoir and Goose Creek, raising concerns about potential impacts to local wildlife habitats and the county's drinking water supply.
We support keeping the current zoning and preserving the existing TPA protections. Those protections were put in place for a reason—to provide a buffer between industrial-scale development and established rural communities. We ask County leaders to honor those commitments and protect the character of Greene Mill Preserve and the surrounding area.

· Attend the Planning Commission Meeting regarding this data center project on JULY 23, 2026 at 6:00 pm in Leesburg. (Loudoun Government Building - Board Room). It is a public hearing. If you are interested in speaking, you have to sign up ahead of time to speak for three minutes at the meeting.
